Riyadh, Saudi Arabia, 18 November 2025 – RUA AlHaram AlMakki Company, a PIF Company, master developer and Foundation Partner of Cityscape Global 2025, has signed two Memorandums of Understanding (MoUs) with Badan Pengelola Keuangan Haji (BPKH), Indonesia’s Hajj Financial Management Agency Represented by Mr. Fadlul Imansyah Chief of Executive Board.
The signings took place during Cityscape Global 2025, held in Riyadh from 17–19 October 2025, where RUA AlHaram AlMakki Company unveiled the King Salman Gate development to international investors, institutional partners, and media.
The first MoU establishes a framework for strategic investment collaboration within King Salman Gate. The parties will explore opportunities that may include joint real estate development, land acquisition, and participation in investment products, supporting Makkah’s growth in line with sharia principles and Vision 2030.
The second agreement outlines a plan to explore an F&B partnership within King Salman Gate. The partnership will uplift the F&B offerings introducing variety of local and international cuisines, reflecting the diversity of the global Muslim population and creating enhanced dining experiences in Makkah. Beyond offering accessible culinary experiences for pilgrims, the project aims to foster sustainable economic growth, empower local and international enterprises, and reinforce Makkah’s standing as a global destination for culture and hospitality.
Badan Pengelola Keuangan Haji (BPKH) operates under the authority of the President of the Republic of Indonesia and manages Indonesia’s hajj funds in accordance with sharia principles of prudence, transparency, and public benefit. Its mandate is to ensure the effective management of hajj resources and deliver programs that support the welfare of the Muslim community.
Through this collaboration, RUA AlHaram AlMakki Company and Badan Pengelola Keuangan Haji (BPKH) reaffirm their shared commitment to serving pilgrims, empowering enterprises, and supporting the continued development of Makkah as a center for faith, culture, and hospitality. The partnership also aligns with RUA AlHaram AlMakki Company’s broader strategy to engage government-backed financial institutions in support of Vision 2030 and the Pilgrim Experience Program.
